Roundup only sends out notifications if people add a message but not when they
change other values. Therefor it is possible to assign a bug to somebody without
letting him know. ATM I have 45 bugs assigned to me and I didn't receive a
notification for most of them. I don't have a second sight and I'm tired of
being held responsible of bugs that I don't even know.

    I'll enable this in the config
