Kolab clients behaving like this are broken.
A Kolab client should only create standard folders when there are non.
The title of the standard folders MAY be translated.

So no matter which language setting you have in your client,
there will always be standard folders and they will have the right name.

For Kolab Clients there is. Others do not use this.
We discussed different places for the translation but found no convincinv 
concept so far.
