I tried your commands, the directory server was running after reboot, so
this seems to be ok.

root at mail:/home/user# systemctl status dirsrv.target

   Active: *active* since Mi 2015-10-07 17:35:27 CEST; 27s ago

I tried several reboots but I got still no luck. Is this a special issue
regarding Debian 8? Does it make sense to use a different distribution? Can
you recommend one especially for kola?

Which log files would be helpful for you?
I took another look to pykolab.log, I think these lines are another hint:

Don't worry about dirsrv at admin.service. That does not need to be running.
