CentOS 3.3 Upgrade - Enable New Features

I think that I was wrong about the cache file existing.  Just looking at 
another test users folders and there are annotations, header and index 
files, but no cache file in the Configuration folder.

The Configure folder definitely existed and was the correct type, but I 
do not know when it was created.

I have copies of the  mailstore as it was in 3.1 and 3.2, so I will pull 
them up at some point and see what state they were in to see if I can 
figure out what I missed.
