That depends on the total number of users, really. Any hosted service always 
scales with the number of mailboxes / the storage capacity.

Of course. We would be happy to provide very special conditions to all the 
organisations working on software freedom. If enough of them join together one 
might even think of a dedicated host for all organisations.

But if the organisations themselves don't have the funds for the service it 
probably becomes a fundraising issue more than anything else. Because even 
assuming a perfectly well meaning group of people, my personal experience from 
either side of the table is that purely sponsored setups do not satisfy anyone 
in the end.
