The related setting may very well be /etc/imapd.conf's allowplaintext: no.

This setting tells Cyrus IMAP that it is not to accept the plaintext exchange 
of credentials, and therefore (for PLAIN and LOGIN) at least requires 
transport layer security (aka. TLS).

Can you verify your client is configured to starttls?
