How to send out banned mesages

HI,
	a user wants to send a mail outside kolab (to an external domain) but the attachment is blocked 
by amavis as banned file. (.dll)

I looked at amavisd.conf and found the possibility to create a banned sender whitelist, but to 
do this I had to modify configuration file and stop and start amavisd.

Are there other ways to solve it?
