dont look the be the correct syntax
I have more the use of something like
'23 APPEND INBOX {143468}'

You could activate cyrus telemetry logging (search google for more,
and dont forget to chmod the directory :-)
and check the log for more info

On the cyrus side no probleme, use your "manager" credential, but on
the exchnage side, I dont know if Administrator credential will work.
