kolab 2.2 beta3 horde and file upload

Hello all.
I have a problem with kolab 2.2 beta3: It is not possible to upload files with 
horde. It means for example no attachment icon on compose page, or error 
message "File uploads not supported." while importing contacts.
There is issue #2351 but since nobody seems to have the same problem, I think 
I probably did something wrong with my installation / configuration.

Any Idea?
