how to change kolab-webadmin vacation/forward/deliver sieve rules

If you want to do it via the webadmin you will definitely have to
modify PHP.

Otherwise you can also think about using horde for that. The included
"ingo" application has significantly more features when it comes to
managing sieve scripts.
