kolab and sensitivity

When I create an event, I can add field sensitivity. The sensitivity 
possibilites are private, confidential and public (as describe here : 
http://kolab.org/doc/kolabformat-2.0rc1-html/c124.html#COMMON-IN-ALL-TYPES).

But when I add event with private as sensitivity field, I can read it in 
share directory from an other user (testing with kontact 1.1.2  and 
outlook/toltec with kolab 2.0.1). I though that "private" option means 
that only the owner can read this event, not other user.

What is the meanining of this option ?
