Thanks for the response Bernhard,
I discovered that this is because horde filters(ingo) don't support kolabs
user sieve script and deactivate them.
If you activate horde/ingo sieve script, default kolab sieve script (deliver
to INBOX/inbox) goes away.

Note that Horde is still experimental it might or might not be broken.
Help for this is of course welcome, but we expect a serious of deeper design
issues, so this is not easy to fix.

This is a "feature" of Outlook.

Actually the Outlook should get them via pop3.
(This is the recommended configuration for Toltec.)
