Not sure what's going on yet, but there does seem to be a problem
indeed.  The behavior I currently see with our test server (slightly
newer than RC1) is this:

1) with both legacy and unauthenticated free/busy download on,
   authentication is required for both http and https access

2) with legacy off but unauthenticated on, authentication is not
   required for http but is required for https


I don't think this is the intended behavior.  I'll file an issue for
this.
