have you downloaded the latest service pack and update for outlook ? 
i'm using ol2003 and the shared folders are working - i also had 
troubles with ol2000, so if you are able to get a new ol version try 
with ol2003 or so. if you are using kontact you should get the kdepim 
proko2 branch from 
https://max.kde.org:8080/mirrors/ftp.kolab.org/kde-client/ (take the 
one with the latest date). kontact does also work with shared calendars 
(but it could take a few minutes until he recognice that the folder is 
a calendar).

the shared calendar stuff should also work with horde(kronolith) but 
you have to include mysql into the openpkg environment and configure 
everything right. (the instructions are on 
http://www.kolab.org/webclient.html).
