What are annotations, where are the sieve filters stored

Do you happen to know, if smartsieve could be integrated into 
kolab(-webadmin) without too mich effort?  For sure the frontend should 
be altered to smarty, but the backend could stay the same.  The login 
part can be removed, as kolab has that already...
