No.
At least you should not need to. It would be a bug.

Technically the Kolab Server Daemon (kolabd) is registered
as a replication target of openldap and will notice changes in the ldap
and act on them without restart.
We had a report once about this mechanism not working when 
a lot of accounts were created in one rush, but we could not reproduce this.
So if you can reproduce a case where you must restart kolabd to really 
get stuff done, please file a bug.
