Unfortunately this is also a matter of manpower
and in addition I guess that if there is a membership fee that you cannot
fully share what you have learned within the organisation to everyone,
because this would defeat the purpose.

I know quite a few Free Software related organisations
that are tax-excempt charities. The questions above stay
the same.
