Just authenticate against Kolab LDAP is trivial and works like with every
other LDAP server. The exact URL for the TACACS+ depends on what information
is available. E.g. ist the the UID or the email adress or whatever available.
In addition the password is required.
After you got this information you simply put it in the ldap URI and use it.
What basically happens is that the external app tries to use the provided
credentials to make an authenticated bind to the LDAP Server. If this bind
works it concludes that the credentials are fine.
