No, reshuffling is in general a very bad idea.
Basically email addresses are technically speaking incoherent pointers(*) to 
users/roles/accounts.

By reshuffling you are in big danger that these pointers become either invalid 
(e.g. loosing some important business) or may point to the wrong destination 
(ofter this is even worse privacy wise)

The solution to this is to never reshufle, expire or reuse the uid (and the 
primary email address) but to use aliases instead.

So in your case PeterAndMary at blah.eu will not be changed to Peter at blah.eu but 
peter at blah.eu will become an alias for PeterAndMary at blah.eu.

(*) These are for example personal address books, kolab calendars, ToDo's....
