How to create new user?

So if I create a primary email address like zhushu at example.com, equal I 
create a unique userID zhushu,right?
But I couldn't use zhushu to login in my kolab server with the password 
I set. The server reject my login, and told me to check my user name and 
password.

Where should be wrong ?
