I have one stock Kolab 1 a couple of ZfOS servers running and haven't seen 
this before, either. That's why I'm asking ;-)

I ran strace on the imapd process and all I can see is that it opens 
mailboxes.db, closes mailboxes.db, checks if /kolab/var/imapd/msg/shutdown 
exists and then it returns "NO Permission denied". Very strange &-}
