UPDATE: KEP 2: Modification of datetime: store local time, add 'tz' attribute (revision #10743)

Hi all,

Based on the discussions of the last days, KEP 2 has undergone a major rewrite 
to make the change to storage of time in *local time* instead of UTC, based on 
RFC3339 formatting.

If you do not understand why this change was necessary, and in particular if 
you would like to debate this change, please make sure you have read, 
understood and thought a while about

which contain the most important parts in the most concise form available.

The ultra short version is: UTC storage is an oversimplification of the issue 
that only works with substantial overhead and client side logic, which 
ultimately makes it more complicated than local time storage.

As this was a major rewrite, it touched many parts of the KEP, so some proof
