Flags like +, - or ? are a very useful thing if there are clearly defined work
flows. Think of a flag called "testing". When something needs testing the flag
is set to ?, if testing was successful it becomes + and if not, it's -. You can
also assign email addresses to a flag, so a particular person will be in charge
of testing. All this should effectively handled and documented in the bugtracker
instead of having to cross-read the tracker and several mailing lists.
