I want to be able to easily define workflows in the tracker, e.g. from what
stage to what stage a bug can be moved to what other state.

    Can be defined through detectors, the same function that currently sets
issues to chatting if a message is received on issues that are unread, resolved
or done-cbb.

        It does not so much concern the automatic status changes, which we do
have, but the allowed status changes; Can a bug go from ASSIGNED to CLOSED or
does it need to go to RESOLVED or ON_QA first?
