[Kolab-devel] [issue4122] New Certificate - Advanced Settings: Tab 'Technical Details' should be in front of 'Personal Details'

Change tab order in Advanced Settings dialog of the certificate creation wizard.
(Technical Details should be the first tab, because user should check the key
length with one click.)

Tested with Kleopatra 2.0.13-svn1084205 (gpg4win2.0.2-rc1).
