Patch derived from kolab/issue3463 (Kolab 2.2 patch adding new features for ISP
functionality).

I'd say no to this one. The web admin is not the only way to set your password
and I think the only decent solution to password policies is the slapo-ppolicy
overlay for LDAP. This fixes the problem at a central location and independent
of how the user wants to set his/her passwort.

The feature itself is rather valuable for ISPs though. So maybe we should
convert this issue into a request for slapo-ppolicy.
