[Kolab-devel] [issue4506] Provide default quota values when a "customer" creates users

Patch derived from kolab/issue3463 (Kolab 2.2 patch adding new features for ISP
functionality).

Patch depends on kolab/issue4500 (Support customers both in LDAP and the kolab
webadmin).

As the patch delivers a convenience function (providing default quota values
when a customer creates a new user) I think it is correct to place this in the
web admin. It might not be high priority, though.
