[Kolab-devel] [issue4504] Restrict "customers" by setting a maximal mail quota for them

Patch derived from kolab/issue3463 (Kolab 2.2 patch adding new features for ISP
functionality).

Patch depends on kolab/issue4500 (Support customers both in LDAP and the kolab
webadmin).

Certainly required when supporting customers. However this is once again a
webadmin only restriction. An overlay for this might be the better alternative.
