[Kolab-devel] [issue4503] Prevent "customers" from creating mail aliases within domains they do not own

Patch derived from kolab/issue3463 (Kolab 2.2 patch adding new features for ISP
functionality).

Patch depends on kolab/issue4500 (Support customers both in LDAP and the kolab
webadmin).

Makes sense to restrict the mail addresses that can be assigned by a customer.
However this is once again a webadmin only restriction. An overlay for this
might be more secure.
