It is not possible to configure the GnuPG-System with kleopatra.

Test:
At a windows user account try:
1. Start kontact
2. Start kleopatra
3. Open the configuration dialog and switch to Gnupg-System->GPG-Agent
4. Set "allow mark trusted"
5. Press on okay.
=> An error message appears: error in gpgconf while saving the configuration:
operation not permitted.

I expect that a user can save his configuration. This is a regression, as for
the version 20090313.938844 this worked.
