No. There are some systems in Horde that only work with a database
backend at the moment. None of these are "mission critical" but they
should get fixed eventually:

 - Permission system (http://cvs.horde.org/framework/Perms/)
 - History system (http://cvs.horde.org/framework/History/)
 - SyncML (http://cvs.horde.org/framework/SyncML/SyncML/Backend/)

Maybe there are others I didn't remember now. But this is stuff that
should get fixed at some point.
