When installing Kolab Server with Horde,   
it can be useful to only allow a fraction of the users   
to actually use the Horde function to reduce the potential load   
on the server.   
   
Ideally this setting would be in the directory service,   
which leaves us to potential way to do this:  
* by placement in a subtree 
* by an additional attribute for kolabOrgPerson 
 
I think that an addtional attribute would be fine, 
so implement this, we would need a schema change for the attribute 
and the change in the Horde code to only allow users with this attribute.
