[Kolab-devel] [issue1745] Starting kolab server before bootstrap breaks things

If kolab server 2.1.0 is started before running bootstrap, the annotations.db
and mailboxes.db files are creates as skiplist while the templates will switch
this to berkeley. Cyrus won't work correctly after this.

I don't know if other things break, too.
