Toltec 2.0.10.      
      
If an email comes in over an email folder to toltec,      
to: addresses with non-ascii 7bit will not be decoded.      
      
Examples for to lines that get displayed raw   
and should be decoded.   
      
To: =?us-ascii?Q?'Sekretar'?= <sekretaer at erato.intevation.de>    
To: =?iso-8859-1?Q?'Sekret=E4r'?= <sekretaer at erato.intevation.de>   
     
Both emails have been send by Outlook 2003 German itself.  
The From: Address is decoded at least in one example.
