[Kolab-devel] [issue1380] resmgr triggers freebusy generation twice

resmgr.php triggers PFB creation for the Calendar folder twice: once before it
retrieves the full free/busy list and once after it has written a new calendar
entry to the folder.  The first trigger should not be necessary.
This happens the in both kolab server 2.0 and 2.1.

This unnecessary triggering likely contributes to the load problems some users
experience (see discussions in Issue910 and Issue1335 ).
