[Kolab-devel] [issue943] amavis is passing through mails unchecked if clamd is not running

amavis.log just says:
WARN: all primary virus scanners failed, considering backups
and then passes the mail unchecked.

I don't think that this is the desired default behaviour, but what should happen
in this case by default?
