The admin interface can be configured to limit which settings are possible in
some places (well, only the user attributes IIRC).  This could be extended to
more settings.  It would be useful, for instance, to not let the user change the
"Do not send vacation replies to spam messages" flag, so that the admin can
enforce a setting for all users.
