The resmgr ignores REPLY messages.  This is OK for resource accounts because
they never invite someone else, they only get invited themselves, so they never
receive replies.  However, for normal user accounts this is different.  

E.g. Users frodo and sam with sam frodo's invitation policy being "reject if
conflicts" for mail from sam.  Now frodo creates an event and invites sam.  sam
replies and the mail is handled by the resmgr.  The resmgr sees that it has to
react to mail from sam but doesn't handle REPLYs so it simply ignores the mail.
 The mail isn't delivered to frodo at all, so he never sees the reply from sam.

Happens with what's about to become 2.0 final.  This bug isn't release critical,
though.
