This is wrong. 

In a multilocation setup _every_ user is created on _every_ server 
intentionally for multiple reasons including simplicity and proper handling 
of access control lists. 

The physical location of the users data shall be transparent to the user and 
is a property controlled by the administrators in order to increase the 
efficiency of the Kolab installation.
