When an ldap entry for a user does not have any kolabInvitationPolicy attributes
the web interface shows that as and empty entry field and the "always accept"
policy.  This is a bit misleading as hopefully the default behavior is "manual".
 The easiest way to make it look better is to make "Manual" the default value of
the drop down list box.

The case of entries with no kolabInvitationPolicy can easily happen currently
when one updates from an older installation where that attribute didn't even
exist in the schema.
