Whether to use JSON or XML for the groupware content in an IMAP folder is not 
part of what this KEP is about. It seems unreasonably costly to 1) create 
parsers for all applications, 2) convert all existing groupware content, 3) 
drop the XMLparsers in favor of the JSON parsers, but perhaps at some point 
somebody would need to draft a different KEP to actively pursue that change.

Whether or not data serialization / hashing for the value.shared or value.priv 
folder-config annotation is implemented using JSON, I suppose, is worth 
considering - though I had never considered using XML for that.
