Resolved myself: calendar does not work in kolab-16

/etc/kolab/kolab.conf contains

autocreate_folders {
..
         'Calendar': {
         'annotations': {
         '/private/vendor/kolab/folder-type': "event.default",
         '/shared/vendor/kolab/folder-type': "event",
         },
         },
         'Calendar/Personal Calendar': {
         'annotations': {
         '/shared/vendor/kolab/folder-type': "event",
         },
..
}

and when i created another user the default calendar was created 
automatically.

maybe i created the other user (the one without a default calendar) to 
early after installation.

strange, ..
