update from kolab 3.1 to 3.3

Ah, well in my case I was doing a fresh install of Kolab3.3 and then
importing a database dump from Kolab3.1; so a manual upgrade command
would have been useful.

I can see how having it done on package upgrades might make more sense
in the general case, though...
