Kolab 3 on Debian 7.0 Wheezy: Disabling the Recipient Policy

Hi,

can someone tell me how to disable the recipient policy for Kolab 3 on 
Debian 7.0 Wheezy. The steps described in the Administrator Guide [1] do 
not work on Debian Wheezy.
