I don't think so, as I have no .htaccess in the public_html directory 
either, on Debian Wheezy. There are rewrite conditions in 
/etc/apache2/conf.d/kolab-webadmin.conf.

Maybe increasing the Apache logging would help. Clutching at straws 
here. I've only ever seen this when the rewrite module wasn't enabled.
