Were I to finalize this development effort, not only will "all options 
you had before in 2.3" return, but "all options available on the system 
software" will become available.

The accounts added to LDAP are service users. I'll attempt to document 
what their purpose in life is later today. To keep track of doing so, 
I've logged #756[1].

The setup process has been made to have some verbiage on them itself as 
well[2].

This was originally a mistake in the setup, causing no recipient policy 
to exist[3]. In some cases, this may have caused the kolab daemon to 
fail[4]. A workaround for the missing recipient policy has been 
documented in [5], and should one really want no recipient policy, a 
workaround for the webadmin not allowing any mail addresses to be 
supplied to the user is documented in [6].

That said, the configuration for the webadmin is pending [7,8]. The 
resolution of these tickets would allow you to edit the user_types from 
within the web admin interface, as 'mail' is currently configured as an 
automatically generated field.
