Interesting. The Horde version in 2.3.2 has in fact become much more picky
about these problems. I am not aware that we had problems before (but Gunnar
knows better I guess) and we only needed the different locales for the
webadmin. 2.3.2 needs both UTF8 and ISO to display mail in the preview pane.
New windows always work.
