This is actually mentioned in 1st.README in the section "Known problems and 
workarounds"

 - When building from .src.rpm files, tclsh must be available on the
   host system.  On Debian GNU/Linux the package proviting tclsh is
   called tcl8.4 (lenny) or tcl8.5 (squeeze).  See kolab/issue4695 for
   further details.
