2.3.1 -> 2.3.2 Upgrade Problems

Ok, I've been upgrading Kolab for quite a few releases, but I've hit an
issue going from 2.3.1 to 2.3.2 that has stumped me.  Compiling has died,
and here's the message when I try to compile even the simplest program:

root at sol# /kolab/bin/cc /tmp/hello.c 
/kolab/bin/ld: cannot find -lc
collect2: ld returned 1 exit status

I have tried reinstalling most if not all of the RPMs from the last install,
but I still can't get this to work.  I've googled for the error spit out by
ld, but I haven't had much luck on that either.

Any suggestions short of installing from scratch?
