How to send out banned mesages

I don't think so.

It is manual only.   Maybe someday there will be user options in the web 
interface to allow some customization of such things.

That's not simple to do, altough it is possible with some work.   There would 
be lots of changes (PHP code, LDAP, config changes, etc.)
